Para ello se invita a conocer el Tratado Constitutivo del Parlamento y las razones por las cuales fue creado. Dentro de esa lógica resulta fundamental determinar los efectos reales del Parlamento sobre el istmo, particularmente su funcionalidad y alcances. |
| Abstract : | This paper focuses on the Central American Parliament, or Parlacen, as a central institution in the process of regional integration. The author presents the Constituent Treaty of Parliament and the reasons for its creation. It is essential to determine the actual effects of the Parliament on the isthmus, particularly, its functionality and scope. |
